What I have found to be vital is to do what you suggested by writing down your draft picks. But I think I use development more than you suggest because I only target positions that I need upgrades at. So if I have a player at SS and WR that is a high 70 low 80 that has capped their potential I try to replace them in the draft. So I scout them all the way to the seventh round.

So if I see attributes for a WR that is good then I use development on them to see how fast they progress. This really helps because there are usually only a few of these in the draft and you could typically use 10 scoutings on development and often times I find stars in later than the 5th round.
